No, I don't seem to think that. The point is that Israel could indeed

prosecute this with far fewer civilian casualties. There are photos of an Israeli attack a while back where the obliterated an apartment building and left what looked to be about a block wide crater in its place. They announced that the target had been a particular person. Obliterate a block but you got your guy? That's what not giving a shit about civilians looks like.
