Problem is there is no lock box just IOU's. The government uses SS payroll

taxes to pay their bills. Then promises to pay it back at a latter date (print more money). If they didn't have access to these funds they would have to borrow more on the open market. There is no actual SS money to invest in anything but the goverment spending.
