If you are a low income worker, your SS benefit relative to your contributions are already very generous (particularly for a guaranteed return in today's low interest rate environment). The current social security benefit keeps seniors out of abject poverty, and when combined medicare and modest savings throughout one's working year, provides for a decent living in retirement.

SS is pretty universally popular because it is not "welfare"... you receive a benefit in rough proportion to your contributions (while still skewed more favorably for low income workers). If you start making the benefit "more generous" for low income workers funded by a massive increase on high earners, you turn social security into retirement welfare. I don't think most people want welfare.
