This is one reason I'm somewhat against term limit. In old chinese


meritocracy system, the magistrate cannot be assigned to their hometown, and they rotate out every 3 to 5 years. The idea is to prevent the magistrate know the people too well and become either too soft to the people they are familiar with or establish a strong power base of their own. But one problem was the magistrate's advisor who is local often become the most powerful person in the region and center of corruption. I could see consultants, lobbyists, advisors etc to gain more power in a selection by lot system.
