No, I think he meant his point, that contraceptives as a right implies that

that the government should have to provide them to you. He said he supported legislation prohibiting any political body from banning contraceptives, he just didn’t think it was necessarily a specific write that needed to be delineated.So people opposing the bill for that reason would be taking a principled stand.
