That doesn't track at all. The bill isn't proposing to force contraception

on any individual. It's preserving the right of the individual to make their own choice on contraception, for or against. The last several years have shown that GOP rhetoric about "smaller government" and "individual liberty" is complete horseshit. They don't want smaller government or individual liberty. They still want to be able to legislate people's lives and force their hand to a specific action, they just want to do so on a more local scale. Probably because they are less likely to be thwarted by opposition that way.
