Medicaid provides comprehensive coverage to people who are very poor. What


you propose is anyone who doesn't meet that criteria gets free, taxpayer funded catastrophic care but nothing to cover regular healthcare needs. So in essence, you encourage people to free ride off the system AND forego preventative care, unless they have some strong incentive to buy health insurance (or get it as a benefit) or just don't mind paying doctor bills out of pocket. What the result would be is basically just a really, really, shitty version of single payer. It's a horrible idea, sorry.
