Other than the fact that it won't work.

segments of population with income as high as 200% of the poverty line won't be able to front the insurance check for 12 months, and wait for the refund next February. Obamacare as currently administered worked for this segment because they got the subsidy up front and paid the net amount (or didn't pay at all depending on income level.)
