Huh? What makes ACA unpopular are the coverage mandates and restrictions.

I.e, the lost ability to keep your doctor and your plan. Those are the essence of ACA and I expect undoing these will be at the core of the "fix." ACA's fiscal instability is not what makes it unpopular. Do you think it would be more popular if the penalties for noncompliance with the mandate were significantly increased in order to force more of the healthy in the pool?
