Because you need people to actually get insurance, and last I checked tax
subsidies don't encourage people who don't feel like they need coverage, can't afford to go buy a new plan without an UP FRONT subsidy (not some tax credit they get in April or May), or really just don't care and would rather spend their money on something else to get insurance.
It also doesn't do any good to have people buy health insurance that doesn't cover anything.
If we want a functional system, we need universal coverage that covers illnesses and preventative care and goes beyond indigent emergency care that hospitals can write off.
An alternative -- if the GOP gave a flying f***k about the system working and the law doing what it was designed -- would be to make the mandate draconian, expand Medicaid more (to get poor sick people out of the private sector risk pool altogether), and tweak some of the "minimum standards" to make it a bit more reasonable and flexible that what currently exists. Maybe even expand some of the exemptions for smaller businesses and make the exchanges a bit more appealing.
