I disagree. Medicaid covers those who cannot afford. The cat plan


takes care of the healthy who don't think they need insurance. (Since it would be universal, the per capita cost would be very low.) If we're paying for these people anyway, why not formalize these safety nets.

The rest is free market. Buy additional insurance for what you want. Self-insure for the rest. Of course, cat coverage would already be provided.
