Yes, and the ACA did NOT change that. We were already


paying for health care for those who could not afford it. In fact it was the single most out of control public spending item, driving federal deficits and higher insurance premiums for the rest of us. The ACA hope to control and maybe reduce that cost by providing covered preventive, early intervention coverage, and forcing low risk populations to jump into the insurance pool.
