"Override him" is exactly what they did


Congress passed a budget and the President signed it. If he wanted to make this funding a priority he could have dug in his heels and demanded its inclusion. He didn't. What he doesn't get to do now is pay anyone he likes unilaterally. It's one of the most literally unconstitutional things he could do. And it's a really terrible idea to give him the power to do it. Scary that there are well-meaning people willing to hand that much power to someone just because they happen to like what he'll do that one time, and zero thought to the future beyond.
