Why "fortunately"? Is it a good thing to have 1 person, and 1 person only,


getting to decide where government money is spent?

At no level of government, particularly not the highest levels, is that ever done, for reasons that should be incredibly obvious. Whenever you see that happen, corruption is never far behind. The President makes requests and Congress holds the purse strings - and not the other way around - for a reason.
