Question for lawyers (including wannabes if you care to play)

I'll cede ideological opposition is the ultimate driver here.

But what is fairly allowing these challenges appears to this correspondent to be crappy crafting of the bill. Seems being thoughtful about the what-ifs, and plain English to account, would have prevented many of these challenges.

Is that just stating the obvious or is that an off-base read?
