Congress can ammend laws; they don't have votes to change; just to obstruct

so its disingenuous to say one man controls the purse strings. Obama's version I believe would be to say I am the President, if you want to override me or better yet suggest a compromise ... I am all ears. Until you get your shit together; let me run the country.

Where he can act and where he can't is the gray area over which they fight. Don't know who will prevail; but my money is on Obama.
