Some of it apparently they could have done better -- my point is I don't


think that is all that uncommon for major legislation where changes are being made up until the day it's published and much of the heavy lifting is delegated to agencies. My point was that, most of the time, you don't see a decade's worth of borderline frivolous challenges attacking every flaw in the law. I've never seen anything like it, tbh.
