Yes. It was about control by states, not by urban elites. That was in an


era when states had two senators sent by the state, to represent the state. The 17th Amendment changed what senators are. I imagine a debate over medicaid might look very different if STATES, rather than people, sent senators to Washington. Today senators are representatives of the people, not of the states, and should be apportioned accordingly.
