No argument from me in general
It's classic DC -- trying to achieve a certain theoretical end but with extremely difficult if not impossible application in the real world. While I think this change will only make issues worse and unlikely to achieve anything close to its intent - the exemptions may at least be an attempt to keep something in the "messy" category vs. absolute lunacy. I am just guessing this and have done no digging into the justification for certain exemptions, but I'd assume with doctors how could one possibly apply the current rules and maintain a functioning system with those doing medical residencies or the hours that can gyrate related to any medical emergency. Same thing with teachers if local budgets had to deal with a constant stream of overtime claims. Of course it begs the question of scrapping the entire structure for something completely different, but this never seems possible with political programs.
