Well another way to look at it is that companies are overworking their
employees by forcing them to do multiple people's jobs and not paying them overtime for it, and a regulation that requires them to pay overtime might lead them to reconsider and hire an extra worker or two instead of asking their workforce to pick up the extra work.
I've not heard of people being let go because they are eligible for overtime. Usually it works as a cap on the number of hours you can make them work without approval and overtime pay.
