I think there are two ways to interpret the Democrats' worldview as it

pertains to this stuff.

One is the optimistic view, in which they genuinely think businesses are capable of providing this benefit to workers with minimal to no impact on other operations or economic considerations at large.

The other is the cynical view, in which they know that businesses can't easily comply, but they do so anyway because it's an easily winnable rhetoric war. Who could be against corporations paying a "fair wage" to their workers? They know what businesses will have to do in order to comply and they know the negative effects, but they can simply paint that as corporate greed and avoid any blame.

The truth is certainly a combination of the two, depending on the individual, but the fact that Obama waited until seven and a half years into his term lends a ton of credence to the second option.
