Prior to independence they were colonies, not states. But of course you


missed most of the point of my post. We tried the form of government that LA described, when people thought of us as a confederation of states. That was such a poor arrangement that it failed in only eight years and we reformed as a United States of America. We are first a single country and that's where primary power should be.
