I think if we'd had testing at hospitals, doctors offices, and the drive-up

testing locations it would have made a big difference early. Not perfect for sure, but just from that you'd have a sense of how relatively prevalent COVID was in different locations.

But Trump didn't want tests and from what I've read the CDC screwed up early test development so everyone was left flying blind without any localized data to help steer more nuanced policy reactions, and instead over-reacted.
