You are free to agree or disagree with how Trump (or Clinton or any other president) classified their documents, but it doesn't matter -- the president has sole discretion over that decision.
You are right on the last point. PRA violations are not charged here, and that's the case because they cannot be charged here based on the plain language of the law showing that Trump did not violate it. Presidents have sole discretion.
