If that were actually the case - we would have one world goverment
and no sovereign countries. The good fences make good neighbors principle applies to countries too. Two states allow the people to pursue drastically different policies without significant violence as long as they believe the other country should exists and should be allowed to govern itself. Sure, fights over territory or water or other natural resources will and do occur all the time - but extremely different countries co-exists all the time and resolve those fights. It would require exponentially more trust and mutual understanding for actually govern together.
The US and Canada are about as close culturally as as peaceful of neighbors as you could ask for. Imagine the political turmoil of trying to create a single country combining the two. If a one state solution were as simple as a two state solution, then this would also be as simple, easy, uncontroversial step for the US and Canada.
