No, there’s a third option, and nothing prevents it except politics.
Which is that the non-citizen residents of Gaza and the WB become citizens in this newly expanded country. That would be about 5 mil new mostly Muslim citizens. Making Israel a nation of about 14 mil, with the Jewish majority of this new population instantly in danger.
With enough trust between the two peoples, it’s not impossible. Israel has no founding documents. This new state would need founding documents providing protections for citizens of all religions. Perhaps preserving the purpose Israel was always to serve as a safe haven for persecuted Jews. But then, others would need similar concepts in the documents.
Over the years, as much as a third of Israeli Jews have been thought to support something like that. Secularism is very much alive among Israelis. Obviously, many more Israelis and Palestinians are completely opposed, and nothing now is increasing mutual trust. [Post edited by hoolstoptheheels at 11/15/2023 10:34AM]
