Your suggestions are good ones and might well help but

the fundamental problem, the difference between us and the rest of the developed world, is the sheer number of guns in circulation. Ang you can laugh at me for suggesting we could ever round up so many guns, but i think it is equally unlikely that we can get all existing guns registered and fitted with traking devises.

Perhaps we start with ammunition. I'd stop the sale of it to the public, but short of that, no one can buy ammo except in limited quantities AND buyers must have registered weapons AND the purchase must be recorded against the registered gun.
