Wrong, but

the gun he used should have gone on to some type of registry the moment it moved from "assembly" to distribution. Every time that gun changed hands, there should be record. No sane person would think this shooter should own a gun- he would fail even the most cursory of background checks. And when something like this happens, you move upstream and throw the book at everyone who played any role in this person acquiring the weapon. You sold it to him? You go to jail for a long time. It was stolen from your residence and you didn't report it? You go to jail for a long time. Etc., etc.

Another interesting question is whether guns should come with some sort of tracking mechanism... I leave my iphone somewhere, I can find it. Someone steals my gun? maybe I should be able to find that too (clearly, there are issues with the government or anyone else knowing where every gun is... but perhaps there is some middle ground to reach here).
