The gun itself should be banned, so yes gun control would prevent this

I’m curious if this gun would even be legal if the assault rifle ban from the 1990s was still in place.

Edit to answer my own question: manufacturing the ar 15 was banned from 1994 to 2004.

So to answer your initial question, yes, we actually had gun control in place that would’ve prevented this. Congress failed us in 2004 and ever since to allow this.
