Oil heat is not Nat Gas. Now you really are talking about something closer
to leaded gas. (BTW my parents had oil too. And other than older homes that weren't built nearly as tightly, I can't imagine anyone needs, or would want oil heat these days)
And yes, one of the very valid concerns with not allowing Nat Gas lines would be for heat during a power outage. Otherwise, while maybe totally inadequate for truly cold areas, less cost efficient, possibly dirtier depending on the source for electricity, increasing the demand on the electrical grid, and just generally sucking more than a Nat Gas furnace, as long as the power is on, heat pumps are just fine.
