Much less 60 votes, to assuage you, but the difference is there probably is a house majority willing to pass a compromise out of the senate that could garner the required 60 votes. That’s the difference - hr 2 was completely partisan. Anything coming out of the senate will be completely bipartisan. So, a failure by Johnson to even bring it to the floor is allowing the rwnj performance art caucus to hold everyone else hostage.
You’re right that the senate has to pass something, and we’ll see if Trump’s demolition of Haley’s candidacy prevents that, or if dems balk in the end. So the senate does have to do that first or it’s all moot. But if they do, and Johnson simply obstructs because he knows it would pass, that’s a different situation.
