I made a statement early in Obama's presidency to a friend that the GOP
concept of compromise was "Here's the 10 things we'd like you to change, and how to change them, and what to, in that current bill. If you agree to ALL of them, then we'll vote for it and call it bi-partisanship.
So Obama could have agreed to 9 out of 10, and it wouldn't have been enough of a 'compromise' for that crew.
Probably the biggest difference now is that if Biden and the Dems in general were to say "OK, you got it" then they'd add an 11th condition. Then a 12th. And so on.
