One without any such incentives or safeguards (bondsmen, others who posted bond) is likelier to drop from view, and go on the run.

A criminal in hiding and on the run is far likelier to commit crimes than one in the open with eyes on him. Doesn’t mean there won’t be cases where the desperation or psychosis is so strong that no bail at all would have been far better, but that’s no basis for setting general policies. Even in such an extreme case, bail likely provides better safeguards than releasing on recognizance.
