Targeting babies is a line that should never be crossed. Making babies into human shields is a line that should never be crossed. When a terrorist organization does the former to a nation’s citizens and then slinks back to do the latter, the target nation may very well have absolutely no choice. Unless it intends to lose a lot more babies.

Which doesn’t make every victim, babies and their elders, any less tragic.
