understand the logic, and don't disagree with you one bit about that being a more "fair" approach and why. But I don't support school vouchers either. And I don't think we'll see that, and there are valid points as to why we shouldn't. The more the system is picking up the bill, even at draconian levels, the easier it is for docs to go outside the system to take only concierge type customers. That leaves the docs in the system more as those that can't go outside. And ultimately all it really accomplishes is allowing those docs that go outside to still command the same premium the market will bear, but now above and beyond what the system pays, even if that payment is just draconian.
