These things are all alike, as is our defense budget, in that they are non-


constitutionally mandated items we have as a nation committed to doing because our legislature has agreed, at one point or another, that they make our nation collectively stronger, that they are in our collective national best interest. If a majority of the nation's legislative representatives and the sitting President reach agreement that any of these items are not in the national best interest, that item will be gone. By the same token, if another welfare item, Medicare for all, is ever deemed to be in the national best interest, by a majority of our representatives and the sitting President, then we"ll have that.

The structural conservative lean of the Senate--two Senators for every state, no matter how small--means this won't happen until popular support for it becomes overwhelming.
