Republicans can not repeal and replace so must repeal

Replacing takes 60 votes, repeal takes 51, Democrats will not allow a vote on repeal and replace so it can not be done. Republicans ran on Repeal and a majority of the American people favor repeal. So, the only way for it to play out to repeal and replace is to repeal with a delayed effective date, but not contingent on replacement and then put forth a replacement bill that can take effect prior to the repeal date. Then lobby the 10 Democratic Senators running for reelection in states Trump carried to get the additional 8 votes to pass replace. Best case we have repeal and replace, worst case repeal but in either case Obamacare is gone as promised and the country is better off.
