Requiring prospective voters to pass an IQ test might be problematic, so I suppose we could rely instead on generally accurate indicators of intelligence, such as education level and income. So we might limit the franchise to those with college educations and a certain minimum level of wealth. If Great Britain did so, Remain would have won easily. If the U.S. did so, the policies you favor would all be easily enacted. Problem solved.
