No way of knowing, but Churchill did not agree with the assertion that


Chamberlain could have stopped or lessoned WWII by declaring war in 1938.

I believe Chamberlain continued to serve when Winston succeeded him as PM, but Chamberlain died within months.

Winston did not blame Chamberlain at all in 1938. In fact Churchill thought Chamberlain’s efforts to prepare the country for was SAVED lives and he said so.
