I agree with a lot of that, but with respect to addressing the 15%,
The 85% with insurance they is tied to employment has its flaws too. The composition of the 15% is somewhat fluid with people moving in and out as they lose coverage with a job loss. Plus the cost for the 85% is more than double her cost for the rest of the developed world without yielding better overall health outcomes.
