Doesn’t seem strong enough. Culture is better, but it’s also environment and shared history and language, and values. I think it does create a common “imprint “ oh how people naturally think and feel and live, that is passed on through the generations. But as hool said , change those variables, like put Germans and Italians together and over time, historic differences can wane…as long as they don’t kill each other.
