chance of having an actual effect on policy. Also, how do you think the convo would go between Abbott and mayor of Chicago/NYC/LA/etc? "Yes, hello you guys have declared yourselves sanctuary cities correct? OK great... so I'd like your help in arranging to bus thousands of people per week to your cities -- what days and times shall they arrive?" Maybe that would go over super well, but I have my doubts...

There's really no good solution until Congress decides to pass immigration reform.
