I don’t mind Abbott not asking permission to distribute the burden.

The complaint is just with the performances.

Abbott isn’t trying to solve the problem. In fact I doubt he even wants it solved - he wants to keep the performances coming. If it were just about spreading the burden, the destination cities would at least know they’re coming.

Biggest impediment to this comprehensive package Congress plans to take up - much of the Repub party doesn’t much care if Ukraine falls, some of it imo is rooting for it to fall because they view Putin as an ally in some global nationalist struggle, and…they don’t want a solution to the border chaos. Trump wants the issue next fall, and I suspect too many in Congress want to accommodate him.

And Abbott wants a steady flow of bodies to ship unannounced up to cities to maximize the chaos there and the applause for his endless performances. So, the problem here is your “but” - Abbott is using his states’ burden as a political weapon, and he doesn’t want to be disarmed.
