the point above by Hools that Israel supported Hamas strategically to keep Gaza isolated from the West Bank so that they could claim peace wasn't possible.

The other is the settlements in the West Bank. Those are deliberately aggressive.

Rule #1 always has to be to protect Israel. Rule #2 should be, IMO, that any aid beyond mere protection needs to come with a commitment to progress to help the Palestinians. I doubt we'll see #2 in my lifetime.
