Having dealt with plenty of people with MSFT certs I tend to agree.

Some are sharp, others just good test takers. But, while not perfect, testing is about all we have. I have taken more tests than I can remember during my military and civilian careers. Some made plenty of sense (as in measuring technical proficiency) while others left me confused (such as aptitude tests).
