Agree. Again, I'm not advocating allowing folks to pay people under the

table, but sending out 1099's to vendors and subcontractors for anything over $600 is already required by law. This adds a layer of having to compare Venmo reporting with payer reporting and payee reporting. (although if I was still at the time in my life when I was sending out 1099's, if I could, I might just pay everyone by Venmo and let them take care of the 1099 aspect - my suspicion is the IRS would still require I do so)

I also wonder if the additional "juice" we'll get from this (vs just going after the payer and payees) is worth the "squeeze" of added costs to the IRS for monitoring and administering, and to Venmo for reporting. And how many of those that are willing to violate existing laws of not reporting 1099's won't just switch to cash, bitcoin, etc.
