Solid moving of the goal posts. Did you notice the part where they were

already having to report transactions over $20K before the Dems made this move to "destroy" Venmo? Yes, it's predominantly used by younger folks. Guess what else younger folks are. Not as far along on the earning curve and wealth accumulation curve, thus placing them in the lower and working classes.

Guess what else your friend probably does? Generates and sends out 1099's for anyone he pays over $600 for goods and/or services, or gets them from any customers paying him that way, as required by law regardless of method of payment. So he's irrelevant to any discussion about hoo will be most impacted by this. This is intended to catch that hair dresser, contractor, or whatever getting "paid under the table" that never sees a 1099, and isn't getting paid by legitimate businesses that would surely send them a 1099. If you want to spend your time convincing yourself that isn't predominantly the poor and working class, have at it.
