Scare tactics


The insurance agent raises the prospect of people signing up for medical insurance, having surgery then canceling their insurance. But he only gives incidental evidence. No real numbers. I'm quite sure the it happens, but how often?

So I have a medical problem that requires surgery, sign up in the enrollment period (since it is not an emergency?), have surgery, then cancel the policy. Not covered for periodic checkups or relapses or followup treatment or for any doctor's visits. Not covered if I break my leg playing a pickup game. I'll pay an increasing penalty for not having insurance (that needs to kick in further). I'll have to wait for another open enrollment period and even then, it won't pay retroactively.

The answer is to tighten up those requirements, and I'm fine with that. A similar system seems to work in Switzerland: universal coverage through mandatory private insurance.
