I question negotiations too, but for a different reason. Maybe

I’m wrong, but I don’t see a central group with whom you can negotiate. Is there one person (or committee) which represents all students? Also, what about the external actors who are taking advantage of the situation? The school has no control over them.

Maybe I’m over simplifying, but I’d say set the school rules and then enforce for students. Then let the police enforce laws for the non students.
