I can take you to three camps right now that are occupied by the homeless by choice. My mom’s church has tried to help them to no avail. And she knows a few of them personally before they were homeless. They spend their government money on booze and lottery tickets.

As far as a fine is concerned, if you can buy drugs you can pay a fine.
